The operational mode of CLPOA is designed to ensure maximum impact at grass root level since projects are executed and delivered through its active involvement and participation of stakeholders including beneficiaries, local level partners (NGOs), school authorities, Urban Local Bodies and Government Departments. CLPOA was established to bring a quantitative change in the lives of children living in difficult circumstances by providing basic protection and services as stated in the UN Convention of the Rights of Child and then ensuring a sense of dignity and empowerment for these children.
Through its various phases of development, today, CLPOA has emerged as one of the prime non-governmental, non-profit making organizations in the state of West Bengal. It is a member of several national and international level networks. In collaboration with its funding partners, it reaches out to inumerable children including adolescents, to bring about meaningful changes in their lives. CLPOA is actively involved in capacity building, sensitization and involving the stakeholders with a view to empower them to handle issues better, that is augmented by way of awareness, education, advocacy and allocation of resources.
Health and education being the focus area of the activity of CLPOA, it is actively involved in various developmental activities that is supported by several international partners and Government Departments including Central, State and Local Self Bodies. CLPOA is also involved in advocacy initiatives and empowerment oriented projects that are designed around various rights based issues – especially dealing with children’s rights, their protection and participation.
CLPOA is involved in ensuring promotion of hygiene education and water sanitation, basic services for the urban poor in Kolkata, maternal & child health for the urban slum and ensures protection of children from abuse and exploitation. Its activities cover various urban and semi-urban locations of Kolkata, Howrah and North 24 Parganas. CLPOA further extends livelihood support for vulnerable youth–thereby helping them to be self reliant and free from any type of exploitations in the slum.

Subhas Chakraborty is a seasoned development professional with over 32 years of experience in programme implementation, project management and child protection. He served as City Coordinator of CHILDLINE Kolkata from 23 January 1999 to 15 September 2023, providing strategic leadership in child protection initiatives. With extensive expertise in child rights and protection, he has played a pivotal role in guiding programmes and strengthening child protection systems across the state.

Himansu Giri joined CLPOA in 1992 as an Accountant and over the past 35 years, has grown to become the Head of Finance & Administration. Through his expertise in financial management, statutory compliance, and administrative systems, he has played a pivotal role in strengthening the organisation’s financial governance and institutional framework, contributing significantly to CLPOA’s evolution as a leading state-level NGO.
